The Program Closure Guidelines aim to provide guidance to governments and accountable entities with the closure of programs funded under a Millennium Challenge Compact. These guidelines apply to the closure of programs in the context of a normal expiration of a Compact and, to the greatest extent possible, to the closure of Programs in the context of a suspension or termination of assistance under a Compact.
