GENERAL PROCUREMENT NOTICE

Program Name: Mongolia Water Compact 

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of approximately 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (“MCA-Mongolia”) intends to apply a portion of the MCC Funding to payments for contracts for goods, works and services.

This General Procurement Notice for the period from October 1, 2021, through September 30, 2022, includes the following procurements:

CONSULTING SERVICES:

  • Provision of Customary Legal Services to MCA-Mongolia;
  • Individual Consultant’s Services for Technical Evaluation Panel (TEP) for the procurement for Wastewater Recycling Plant (Design-Build);
  • Design Development and Baseline Data Collection for Social and Behavior Change Sub-Activity;
  • Consulting Services for Developing Industrial Wastewater Database and Discharge Limits;
  • Feasibility Study and Detailed Design of Sludge Incineration Plant;
  • Water Operators' Partnership/Twinning Facilitation;
  • M&E Data Quality Review Consultant (on New Indicators);
  • Consultant Services for Provision of Training on FIDIC Contract Conditions;
  • Consultant Services for Provision of Training on Negotiation Skills;
  • Consultant Services for Provision of Professional Training on Project Management;
  • Compact Documentary and Video Contents Production Services;
  • PR Agency Services.

GOODS:

  • Supply of Laboratory Equipment;
  • Purchase of Automatic Samplers, Lab Equipment and Appliances;
  • Supply of Site Assessment Equipment for the Engineers;
  • Human Resources Software;
  • Supply and Installation of the Ger Area Smart Water Kiosk Upgrade.

NON-CONSULTING SERVICES:

  • Industrial Pre-Treatment Plan Public Outreach.

The above listed procurements will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines (“PPG”), which can be found on MCC’s website at https://www.mcc.gov/ppg.

The procurements will be open to all bidders/consultants from eligible source countries, as defined in the MCC PPG.

A Specific Procurement Notice (“SPN”) for each contract to be procured under the competitive bidding procedures will be announced on the United Nations Development Business (UNDB Online) website at http://www.devbusiness.com/, the Development Gateway Market (dgMarket) website at http://mcc.dgmarket.com/, MCA-Mongolia website at https://mca-mongolia.gov.mn/, in local newspapers, and in other media outlets, as appropriate.
