SUSTAINABILITY SPECIALIST

MCA – Mongolia seeks a Sustainability Specialist who will provide a wide-range of support to the Director of Sustainability, through close collaboration with the sustainability specialists, to facilitate effective execution, integration, and closing of activities that support policy, regulatory and institutional change in the water sector to enhance long-term sustainability of increased water supplies.

Duties and Responsibilities:

  • Contribute to development and execution of a wide-range of sensitive, cross-cutting, interdisciplinary technical assistance and capacity building initiatives that support policy, regulatory and institutional change in public entities in the water sector to enhance long-term sustainability of water supplies.
  • Closely coordinate and otherwise engage with members of different project teams on issues such as financial/operational optimization and capacity building of water utilities, facilitation of water operators’ partnerships, industrial pre-treatment and pollution control, public awareness and social behavior change regarding the value of water resources and costs of water services; facilitate effective coordination and information sharing on critical reform and sustainability initiatives.
  • Support the Director of Sustainability and the team in all aspects of project planning, implementation, and closing processes, particularly in development and implementation of project closure plans as well as analysis and reporting of the closure plan implementation.
  • Support the Director of Sustainability in tracking project timelines and milestones, assessing and accepting deliverables from consultants and contractors, identifying and mitigating potential issues and risks to support effective project management.
  • Closely coordinate with consultants, contractors, implementing entities, and other stakeholders.
  • Support the Director of Sustainability in monitoring budgets and managing contracts and agreements, closely coordinate with the procurement team to ensure compliance with MCA-Mongolia guidelines.
  • Support the Director of Sustainability in developing and implementing partnership strategies with private sector and the donor community so as to extend the reach and benefits of the Compact Program.

Qualification and minimum requirement:

Education:

  • Master’s degree in water supply and sewerage engineering, water resources and environmental management and engineering, public policy or other relevant fields.

Work experience:

  • At least five (5) years of experience managing local and international projects and programs.
  • Demonstrate abilities and skills in detailed project planning, management, procurement, contract management, risk management, monitoring and evaluation, and project/program closing.
  • Experience in public relations closely engaging media and social networks to support the implementation of communications and media campaign addressing public awareness and social behavior change regarding the value of water resources and costs of water services.
  • Experience working in water utility operations and management, and on projects and activities related to water supply and sewerage, water-public utilities policy and institutional strengthening is preferred.
  • Experience and skills in effective engagement with a wide range of project stakeholders, specifically close coordination with government, civil-society, and international organizations.

Communication and languages:

  • Ability to communicate effectively in English (ILR Level 3 or above) and in Mongolian both verbally and in writing.
  • Demonstrated ability to produce professional correspondence and project/tender documents, including memos, business letters, reports, scope of work, terms of reference, technical requirements/specifications, contracts and other required documents in English and Mongolian.

  • Able to identify and propose solutions to mitigate and manage risks.
  • A strong negotiator on technical subjects in English and Mongolian, able to inspire confidence and create trust.
  • Proficiency in Microsoft Office and relevant professional applications and software.
  • Punctual and reliable with high interpersonal, problem-solving, and multitasking skills.
  • Able to work under pressure and plan personal workload effectively.
  • Skilled in analyzing facts and data to support sound, logical decisions regarding own and others’ work.
