GENERAL PROCUREMENT NOTICE

Program Name: Mongolia Water Compact 

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) has entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of approximately 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (“MCA-Mongolia”) intends to apply a portion of the MCC Funding to payments for contracts for goods, works, and services.

This General Procurement Notice covering the period from January 1, 2024 through December 31, 2024 includes the following procurements:

CONSULTING SERVICES:

  • Consulting Services for Industrial Pre-Treatment Plan Public Outreach;
  • Consulting Services for the Cost Recovery Technical Assistance;
  • Consulting Services for Development of Laboratory Information Management System;
  • Consulting Services of Graphic Design and Content Development for MCA-Mongolia "Water" magazine;
  • Individual Consultant’s Services for M&E Data Quality Review (on New indicators);
  • Individual Consultant’s Services to Serve as TEP for Consulting Services for Development of Laboratory Information Management System;
  • Individual Consultant’s Services to Serve as TEP for Supply of Laboratory Equipment;
  • Individual Consultant’s Services for the Design Development for the Kiosk Planning Component;
  • Individual Consultant’s Services for Translation (Written) Services for MCA-Mongolia;
  • Individual Consultant’s Services for Interpretation (Simultaneous/Consecutive) Services for MCA-Mongolia.

GOODS:

  • Procurement of Personal Protective Equipment;
  • Supply of Laboratory Equipment;
  • Procurement of Office Air Filter Spares.

NON-CONSULTING SERVICES:

  • Non-consulting Catering Service;
  • Non-consulting Venue Rental Service;

The above-listed procurements will be implemented in accordance with the principles, rules, and procedures set out in the MCC Accountable Entity Procurement Policy & Guidelines (“PPG”), which can be found on MCC’s website at https://www.mcc.gov/resources/doc/010124-ae-program-procurement-policy-guidelines/.

The procurements will be open to all offerors from eligible source countries as defined in the MCC PPG.

A Specific Procurement Notice (“SPN”) for the above-listed contracts to be procured under the competitive procedures will be announced, as they become available, on the United Nations Development Business (UNDB Online) website at http://www.devbusiness.com/, the Development Gateway Market (dgMarket) website at http://mcc.dgmarket.com/, MCA-Mongolia website at https://mca-mongolia.gov.mn/, in local newspapers, and other media outlets as appropriate.
