GENERAL PROCUREMENT NOTICE

Program Name: Mongolia Water Compact 

 Date of the Notice: August 18, 2025

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) has entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of approximately 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (“MCA-Mongolia”) intends to apply a portion of the MCC Funding to payments for contracts for goods, works, and services.

This General Procurement Notice includes the following planned procurements of MCA-Mongolia:

CONSULTING SERVICES:

• Procurement of Consulting Services for Animation Production;
• Procurement of Individual Consulting Services for the Design Development for the Kiosk Planning Component;
• Procurement of Individual Consultant Services to Provide Policy Support for Water Sector Sustainability Activities.

GOODS:

• Supply of Asset Management Computerized Maintenance Management System;
• Procurement of IT Equipment (external hard drive, tape drive);
• Procurement of Memorabilia Items.

NON-CONSULTING SERVICES:

• Procurement of Storage Rental Services;
• Procurement of Transportation Services: moving furniture and documents for Archiving.

The above-listed procurements will be implemented in accordance with the principles, rules, and procedures set out in the MCC Accountable Entity Procurement Policy & Guidelines (“PPG”), which can be found on MCC’s website at https://www.mcc.gov.

The procurements will be open to all offerors from eligible source countries as defined in the MCC PPG.

A Specific Procurement Notice (“SPN”) for the above-listed contracts to be procured under the competitive procedures will be announced, as they become available, on the Development Gateway Market (dgMarket) website at http://mcc.dgmarket.com/, MCA-Mongolia website at https://mca-mongolia.gov.mn/, in local newspapers, and other media outlets as appropriate.
