THE FINANCE AND ACCOUNTING SPECIALIST
Under the direction of the Director, Finance, the Finance and Accounting Specialist will provide support in all financial management and accounting aspects and operations of MCA-Mongolia. His/her responsibility will include, but not limited to, preparation and execution of quarterly and annual fiscal plans, while ensuring compliance with MCC’s and Government of Mongolia’s fiduciary requirements, review and execution of day-to-day financial transactions, tracking of expenditures and assets, compiling documentation for approval, and preparation of periodic financial reports.
Duties and responsibilities
- Understand and implement all rules and procedures in the Fiscal Accountability Plan, MCC’s Cost Principles for Government Affiliates, and other relevant financial procedures.
- Prepare budgets and financial forecasts and support preparation and submission of periodic fiscal and disbursement plans.
- Provide transactional support for finance functions and monitor the smooth flow of funds, recommending improvements where required
- Provide advice and support to MCA-Mongolia management and staff on all matters affecting financial accountability and cost principles.
- Produce periodic financial reports and conduct basic analysis on spending and prepare additional financial monitoring reports.
- Continually assess fiduciary risks and report any concerns to the Director, Finance.
- Prepare periodic tax, VAT, and social security reports to submit within the deadline and ensure timely and efficient administration of all funds in accordance with approved work plan, budget and applicable financial rules and regulations.
- Track operational progress in relation to overall budget allocation and spending.
- Assist the Director, Finance in ensuring compliance with relevant laws, rules and regulations of Mongolia as well as the Compact agreement.
- Monitor budgets and daily cash flow ensuring that issues of overspend/underspend are anticipated and that remedial measures are raised to management
- Review transactions for completeness.
Evaluation criteria
Education:
- A University degree in accounting, finance, business administration or a similar field from a recognized institution. Certified Public Accountant (CPA) and/or other equivalent qualifications preferred.
Work experience:
- Three (3) or more years of prior financial management and accounting experience. Experience in international development and working with governmental organizations and donor agencies is preferred.
- Proven data analytics skills.
Communication and languages:
- Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in writing. English language proficiency at ILR Level 2 or above is preferred.
