The Millennium Challenge Account-Mongolia (MCA-Mongolia) is implementing the Water Operators Partnership (WOP) under the MCC-Mongolia Water Compact, an agreement between the Millennium Challenge Corporation and the Government of Mongolia.
As part of the WOP, MCA-Mongolia is undertaking various stages of work in close cooperation with the Water Supply and Sewerage Authority of Ulaanbaatar City (USUG). This initiative includes evaluating USUG’s baseline performance from 2019 to 2021 and identifying priority areas for improvement using "Aquarating," an international assessment and benchmarking tool for utility operations developed by the International Water Association. The WOP aims to enhance capacity building for USUG’s engineers and technical staff from 2023 to 2025, focusing on the identified priority areas through expertise shared by the Kingdom of the Netherlands.
During the WOP program, Dutch experts will conduct a series of knowledge transfer visits to USUG. In addition, study trips from Mongolia to the Netherlands will enable the sharing of knowledge and expertise through training and capacity-building activities. As a result, around 200 USUG engineers and technical staff will participate in exchange visits to six Dutch water facilities in the Netherlands. They will study priority areas such as Sewerage and Wastewater, Non-revenue Water, SCADA and Automation, Asset Management, Financial Sustainability, Emergency Planning, Investment and Procurement, and Human Resources Management.
This collaboration aims to significantly enhance the operational capabilities and technical proficiency of USUG, ensuring a more sustainable and efficient water supply and sewerage system for Ulaanbaatar City.
