Construction Works of an Advanced Water Purification Plant (AWPP) and SCADA Controls

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (the “MCA-Mongolia”), intends to apply a portion of the MCC Funding to eligible payments under a contract associated with this Invitation for Bids. Any payments made by the MCA-Mongolia under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA-Mongolia shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and MCA-Mongolia website (https://mca-mongolia.gov.mn/).

The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities:

   - A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant (AWPP);

   - A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and

   - A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water supply.

MCA-Mongolia now invites Bids for the Construction of an Advanced Water Purification Plant (AWPP) and SCADA Controls.

This Invitation for Bids follows the General Procurement Notice that appeared in dgMarket online, UN Development Business (“UNDB”) online,  National Mongolian Portal - www.ikon.mn, Mongolian daily newspapers Udriin Sonin (Daily News) and on the MCA-Mongolia’s website: www.mca-mongolia.gov.mn on October 20, 2020 and “Unuudur” and “UB Post” newspapers on October 21, 2020.

The Procurement will be conducted through the Competitive Bidding procedures described in the IFB and in accordance with the “MCC Program Procurement Guidelines” that are provided on the MCC website: https://www.mcc.gov/resources/doc/program-procurement-guidelines.

The IFB Request Form, which will allow for the download of an electronic copy of the IFB in the English language is available on the following link: https://bit.ly/3nbYWsh. This link can be also found on MCA-Mongolia’s website or may be requested from the Procurement Agent at PA-Mongolia@charleskendall.com with a copy to procurement@mca-mongolia.gov.mn via e-mail with the subject line “Request for Invitation For Bids for AWPP” indicating their full contact information in the email. This will ensure that interested parties and potential Bidders to receive updates regarding this IFB.

The IFB shall contain (a) Instructions to Bidders; (b) Bid Review, Evaluation Criteria, and Bidder Qualification Requirements; (c) All the Bidding Forms that Bidders should complete and submit with their Bid; (d) Works Requirements including the links to the technical documentation and supplemental information with which bids must comply to; and (e) Conditions of Contract to be used.

Bids must be uploaded to the submission link specified in the IFB not later than 10:00 AM, Ulaanbaatar time (GMT +8), on March 02, 2021. Please note that only electronic Bids which are uploaded using the official link shall be accepted and that late Bids and bids submitted via e-mail will not be accepted under any circumstances.
