MCA Mongolia conducted a social analysis related to the compact and implemented a plan for integrating social impact objectives, metrics, and targets of Compact activities. The plan highlights social constraints and risks across the sector that need to be mitigated, and it identifies opportunities for enhancing benefits for program stakeholders. The plan serves as a guiding document for bidders, consultants, contractors, subcontractors, grantees, and implementing entities to integrate social analysis and social impact activities into the relevant elements of the design, planning, implementation, and close-out phases of all Compact activities.
MCA Mongolia implemented the Compact’s large infrastructure activities with the following objectives:
- Expanding short-term employment opportunities for local workers from Compact-funded infrastructure activities:
- Recruiting residents of project-affected communities
- Recruiting technical and vocational education and training graduates and certified skilled workers
- Encouraging contractors to recruit, train, and retain women as 30% or more of all workers
- Identifying and managing social risks related to infrastructure:
- Worker exploitation during construction
- Child labor
- Trafficking in persons
- Sexual harassment on the job site and in surrounding communities
