Civil assistant engineer
MCS Property LLC is building the first wastewater recycling plant, the first of its kind in Mongolia, to make the reuse of water possible and reduce the demand for freshwater among Ulaanbaatar’s largest industrial facilities. The wastewater recycling plant will further treat some of the effluents from the city’s central wastewater treatment plant.
Main responsibilities and tasks
- Ensure compliance with the approved design, technology, and quality performance of the construction work of the project;
- Monitor construction work and resolve technical issues;
- Ensure the implementation of tasks assigned by direct and functional management;
- Carry out site inspection to ensure compliance with technical specifications and quality standards
Required qualifications and experiences
- Bachelor's degree or higher in civil or industrial construction engineering
- Ability to estimate and execute work quantities
- Knowledge and understanding of construction stages
- The ability to read and understand construction plans
- Basic knowledge of Revit and SketchUp programs
- Ability to process documents
- Mastery of English, both spoken and written English at an intermediate level

2. Plumbing engineer

- Ensure the installation of the water supply and sewage systems of the project in accordance with the approved method statement and shop drawings
- Monitor and inspect the installation of building water supply and sewage systems
Required qualifications and experiences
- Bachelors or higher degree in mechanical engineering or other related fields;
- Ability to estimate and understand shop drawings
- Capacity to investigate and choose equipment and materials
- Knowledge and understanding of Revit and Sketch-Up programs are advantageous
- Excellent communication and interpersonal skills, with the ability to collaborate with others
- Good problem-solving skills and a proactive approach to identifying and resolving technical issues
- Ability to process documents (construction specifications and method statements)

3. Health and Safety officer

Main responsibilities and tasks
- Ensure the health and safety of all employees, subcontractors, and visitors on the construction site;
- Determine potential risks, manage risks, monitor whether occupational safety and health conditions are implemented in the workplace, and ensure the fulfillment of the company's HSE management policy
- Conduct regular risk assessments and implement control measures to ensure a safe working environment for all personnel;
- Carry out site inspections to identify hazards and ensure compliance with health and safety legislation;
- Keep up to date and provide employees with regular updates on laws, rules, regulations, and other pertinent information about occupational safety and health;
- Investigate accidents, incidents, and near misses, and implement corrective actions to prevent reoccurrences;
- Provide health and safety training to employees and subcontractors as required;
- Ensure all H&S documentation such as permits to work and risk assessments are up to date;
Required qualifications and experiences
- Relevant bachelor’s degree or higher, or professional qualifications in health and safety or a related field;
- Understanding of the Occupational Safety and Health-related rules, regulations, and standards familiarity with the OSH management system ISO 4500:2018;
- Knowledge and thorough understanding of the ISO 14001:2015 for the environment and ISO 31000:2018 for risk management standards;
- Expertise in risk assessment and hazard recognition
- Experience in providing safety training
- Attention to detail and record-keeping/ documentation
- Good self-discipline
- Mastery of English, both spoken and written English at an intermediate level

4. Procurement officer

The wastewater recycling plant will further treat some of the effluents from the city’s central wastewater treatment plant.
Main responsibilities and tasks
- Perform due diligence on the suppliers and contractors included in the procurement plan for the relevant project and department, choose the most qualified one based on their ability to satisfy the requirements, set up a meeting for review, reach a conclusion, and give approval
- Purchasing products, services, and inventory that satisfy customer and technical needs at the most affordable price on the market
- Keep track of and record purchase orders for project work, services, and materials using the proper procurement techniques
Required qualifications and experiences
- A bachelor's degree or higher in commerce, engineering, finance, business administration, or another relevant field
- Intermediate knowledge of both Russian and Chinese is advantageous
- A degree in civil engineering is advantageous
- Good interpersonal skills
- Mastery of English, both spoken and written English at an intermediate level
