HEALTH AND SAFETY SPECIALIST - ENVIRONMENTAL AND SOCIAL PERFORMANCE

The Health and Safety Specialist supports MCA’s Environmental and Social Performance (ESP) objectives and is responsible for planning, coordinating and overseeing the management of health and safety aspects of the MCA-Mongolia investment activities.  In executing these responsibilities, the incumbent reviews Health and Safety Management Plans (HSMP) and associated documents to ensure compliance with MCC’s Policies, MCC Environmental Guidelines, IFC Performance Standards and relevant Government of Mongolia’s laws and regulations. The Specialist will ensure relevant health and safety issues are addressed in contracts and other documents and that such documents are of high quality for approval by MCA-Mongolia, other Government authorities, and MCC. The specialist provides guidance on the development of HSMPs and monitors implementation of HSMPs. The Health and Safety Specialist reports to the Director of Environmental and Social Performance.

Duties and responsibilities

  • Serve as focal point on health and safety management and related health and safety issues of the projects.
  • Review HSMPs to ensure compliance with IFC Performance Standards, MCC Environmental Guidelines and relevant Mongolian laws and regulations.
  • Coordinate with relevant local, regional, and national authorities, stakeholders, consultants, and contractors, on the development and implementations of HSMPs.
  • Manage the supervision of the implementation of Project-specific and site-specific HSMPs.
  • Manage and oversee MCA-M’s COVID-19 risk mitigation plan as well as COVID-19 risk mitigation plan of consultants and contractors.
  • Oversee the preparation of the progress reports to MCC and Government of Mongolia related to health and safety activities using inputs provided by the relevant project implementers.
  • Serve as the in-house expert on health and safety issues.
  • Ensure that Health and Safety Plans of all Compact projects are responsive to the relevant health and safety risks to the workforce and communities.
  • Work with the Environmental and Social Performance Director to identify hazardous materials and wastes to be addressed within MCA-Mongolia activities.
  • Contribute to the development of the Hazardous Materials and Wastes Management Guidelines and ensure that any HAZMAT related issues arising from implementations of MCA-Mongolia activities are documented and resolved in a timely manner and are compliant with MCC requirements.
  • Perform other tasks and responsibilities related to health and safety as requested by the Environmental and Social Performance Director.

Evaluation criteria

Education:

  • Degree (preferably a Master’s degree) in health and safety management, occupational health and safety, industrial hygiene, social sciences, health physics, or other directly relevant field.

Work experience:

  • Minimum of five (5) years of professional health and safety expert experience with practical experience in the implementation of development projects with incorporations of health and safety compliances, etc.
  • Proven practical experience developing and/or implementing Health and Safety Management Plans according to international standards and Mongolian laws and regulations.
  • Demonstrated competencies in conducting health and safety reviews in the field and in performing routine monitoring of health and safety plan implementation.
  • Proven ability to work in a national as well as international context.
  • Ability to work with multidisciplinary teams and institutions.
  • Computer skills (MS Office and familiarity with project management software, such as MS Project).

Communication and languages:

  • Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in writing. English language proficiency at ILR Level 3 or above is preferred.
