SUSTAINABILITY MANAGER

The Sustainability Manager will coordinate and manage support for policy, regulatory and institutional changes that enhance the long-term sustainability of the water supply system in Ulaanbaatar. This includes activities related to socially equitable water tariff reform and the social and behavior changes needed to ensure the success and sustainability of this reform. In coordination with the Director of Sustainability, the Sustainability Manager will establish, communicate, and reinforce a common vision of change and coordinate the implementation of cost recovery-related activities – Cost Recovery Technical Assistance and Social and Behavior Change and associated risk mitigation strategies, ensuring their effective integration. In the course of these responsibilities, the Sustainability Manager will be working within the Water Sector Sustainability team and will work closely with other members of the MCA-Mongolia’s staff as needed. The Sustainability Manager reports to the Director of Sustainability and manages two (2) dedicated full-time Social Inclusion Specialist and Community and Stakeholder Engagement Specialist.

Duties and Responsibilities:

  • Support and advise the Director of Sustainability on a range of issues, including the status, risks, and expected timelines of the Cost Recovery Sub-Activity (CRTA) and their compliance with MCC requirements and local standards.
  • Lead the implementation and monitoring of a strategy for implementing cost recovery-related activities – Cost Recovery Technical Assistance and Social and Behavior Change that support sustainable water tariff reform through addressing social equity and affordability considerations in the preparation and implementation of a full cost recovery plan for the water utility and strengthen the capacity of the water sector regulator and the water utility.
  • Coordinate and manage all CRTA implementation activities and ensure the effective integration between Cost Recovery Technical Assistance and Social and Behavior Change. In addition, coordinate with the Ger Area Cost Containment sub-activity in order to address data collection needs related to ger area water kiosks.
  • Actively manage the consultants and cooperative partners that work on the the Cost Recovery Sub-Activity on behalf of MCA-Mongolia, taking all steps necessary to facilitate efficient coordination with implementing entities and other Government agencies, encourage the timely submission of deliverables and progress toward agreed milestones, and ensure compliance with all applicable guidelines and requirements.
  • Organize, manage, and lead MCA-Mongolia’s engagement with a wide range of stakeholders from the private sector, public utilities, non-governmental organizations.
  • Manage two (2) dedicated full-time CRTA specialists.
  • Perform other tasks as assigned by Director of Sustainability.

Qualification and minimum requirement:

Education:

  • Master’s degree in development, management, finance, business, engineering, economics, public administration or a similar field.

Work experience:

  • Minimum of seven (7) years of working experience with government, water services regulatory body, public and private service company such as USUG, OSNAAUG and private kontors or non-governmental organization.
  • Comprehensive understanding of the water economy, finance, business environment, water sector, city and local government policy, planning and management environment, and their social impacts in Ulaanbaatar.
  • Proven track record in coordinating multi-stakeholder working groups or policymaking bodies.
  • Prior experience working on international development programs is preferred.
  • Demonstrated experience in contract management and overseeing the work of consultants and contractors.
  • Demonstrated ability to work in a multidisciplinary environment and to manage multiple priorities, demands and tasks across functional areas with limited supervision and direction.
  • Strong interpersonal and relationship management skills, with the ability to work in a team-based environment, build and maintain productive, collaborative relationships with a range of internal and external stakeholders at many levels within institutions.
  • Demonstrated experience to provide guidance, check subordinate staff’ work, and help them learn to do more on their own, as well as to give constructive feedback and direction.

Communication and languages:

  • Demonstrated ability to communicate effectively in English and Mongolian, both verbally and in writing. English language proficiency at ILR Level 3 or higher is preferred.

  • Strong analytical skills, capable of interpreting facts and data to support sound and logical decisions regarding own and others’ work.

  • Skilled in building consensus among employees and developing strong relationships with outside stakeholders.
  • Able to identify risks and to propose solutions to mitigate and manage them.
  • Proficiency in Microsoft Office and relevant professional applications and software.
  • Punctual and reliable with high interpersonal, problem-solving, and multitasking skills.
  • Able to work under pressure and plan personal workload effectively.
