Millennium Challenge Account - Mongolia and Millennium Challenge Corporation recognize that social and gender inequality is one of the major factors of constraints to social and economic growth; and poverty reduction. Therefore, the Compact aims to improve the quality of people’s lives and reduce poverty by ensuring sustainable economic growth.
The following activities along with social and gender risk assessments will be implemented to ensure people of all ages, genders, and socio-economic classes equally benefit from the projects and activities of the Compact.
1. Development of the Social, Environmental Impact Assessment (ESIA) and management plan for the construction sector project implementation for on-going technical support.
2. Support water sector sustainability through technical assistance to ensure policymakers' consideration of water affordability and households' needs and perspectives as they reform Ulaanbaatar's water and wastewater tariff structure.
3. Implementation of public awareness and social behavior change activities to support improved communication and engagement with stakeholders and the general public in an effort to improve awareness and understanding of the scarcity of water resources available to Ulaanbaatar and the actual costs of exploiting them in ways that protect environmental and social concerns.
4. Development of the Social and Gender Integration Plan (SGIP) to ensure gender and social equality in all aspects of the projects and activities as part of the Compact implementation.
The above activities will be implemented in full integration with national and international policies and guidelines including the MCC’s Gender Policy, Gender Integration Guidelines, and Counter-Trafficking in Persons Policy; IFC Performance Standards, Mongolian law on Gender Equality, and Gender Policy in the Construction Sector of the Ministry of Construction and Urban Development.
